OPEN SPACE TAX REFERENDUM QUESTION
The Haddonfield Open Space Tax is up for renewal and will be a referendum question on the ballot November 8, 2011. Municipalities that collect an Open Space Tax are eligible for State Green Acres grants. Without such a tax, a municipality cannot receive these grants. The Open Space Tax can be used for:
1. The purchase of land for active recreation such as sports fields;
2. The purchase of land for passive recreation such as walking trails and parks;
3. The purchase of land for the conservation of open space;
4. The development of active and passive recreation Borough-owned land, whether newly purchased or previously owned;
5. Maintenance costs for any passive or active recreation areas owned by the Borough;
6. The purchase and maintenance of property for historic preservation purposes;
7. Maintenance of existing Borough owned historic properties.

The borough has had an Open Space Tax for the past five years which has collected about $550,000. The typical property taxpayer with a home valued at the borough average of $491,000 pays about $28 yearly toward the fund.

The previous tax expires at the end of this year, which is why it's on the ballot on Tuesday.

The Haddonfield Board of Commissioners recently released this statement about the Open Space Tax Fund:

As our citizens consider the referendum on the ballot this November to continue the Open Space Trust Fund Tax, we believe it is helpful and appropriate to advise the voters of our current intentions concerning the use of funds generated by that tax.

If terms favorable to the Borough are proposed by Bancroft, it is our intention to use the funds generated by the Open Space Tax up to now and in the near future to fund the acquisition and improvement of portions of the Bancroft property for active and passive recreation. Should it become apparent that the Bancroft property will not be available, we will promptly reevaluate the uses of these open space funds and develop a plan for their expenditure for purposes authorized by the referendum.
